Program For The People Not People For The Program

There are many programs being forms in churches and sometimes even among churches. Programs can be great but what are the reasons we create these programs? Are we creating them because we feel that there is a need among the group of people or community? Or are we creating programs because we feel like it is needed and try to fill it with people?
